Committee chairpersons may conduct standing, subcommittee, select, and joint committee meetings via teleconference, video conference, or similar electronic technology during the emergency declared by Executive Order 2020-01D (March 9, 2020).

Members attending virtually are considered present in person, permitted to vote, and counted toward quorum requirements; all resolutions, rules, and formal actions taken have the same legal effect as in-person meetings.

Chairpersons must provide public notice at least 24 hours in advance of virtual meetings (except emergencies) and ensure public access through livestreaming, radio, television, cable, public access channels, or other similar technology.

The Speaker of the House may conduct House sessions using the same virtual methods with identical provisions regarding member presence, voting rights, quorum, public notification, and access requirements.

The bill is declared an emergency measure to promote physical distancing during COVID-19 and takes effect immediately.
