Amends Ohio Revised Code section 4511.093 to cap local authority revenue from traffic law photo-monitoring device tickets at 30 percent of total annual revenue

Requires law enforcement officer presence at traffic law photo-monitoring device location at all times during operation

Allows officers present at device locations who personally witness violations to issue tickets under standard procedures, not subject to photo-monitoring ticket regulations

Prohibits township constables and police from using traffic law photo-monitoring devices to detect and enforce violations on interstate highways

Applies to counties, townships, and other local authorities that utilize automated traffic enforcement cameras
