Amends Ohio Revised Code section 4511.093 to require local authorities to use at least 80% of revenue from traffic camera photo-monitoring device tickets for law enforcement equipment, vehicles, and similar expenses.

Maintains existing requirements that a law enforcement officer must be present at the traffic camera location at all times during device operation.

Allows officers present at the device location who personally witness a traffic violation to issue a traditional ticket under different procedures than photo-based citations.

Prohibits township constables, township police officers, and joint police district representatives from using traffic cameras to enforce violations on interstate highways.

Repeals the existing section 4511.093 and replaces it with the amended version containing the new 80% revenue requirement.
