Creates a "Paul Laurence Dunbar" specialty license plate in Ohio with design elements selected by the Ohio History Connection.

Establishes a $10 contribution fee per registration and renewal that goes to the license plate contribution fund, which distributes money to the Ohio History Connection for the Paul Laurence Dunbar house.

Adds a $10 administrative fee deposited to the public safety-highway purposes fund to cover additional bureau of motor vehicles services.

Applicants can combine the "Paul Laurence Dunbar" plate application with requests for special reserved license plates under existing Ohio law.

Amends section 4501.21 to integrate the new plate's contribution into the existing license plate contribution fund structure that supports numerous charitable organizations and institutions.
