Permits public officials to collaborate with or accept money from nongovernmental entities for training precinct election officials and using buildings as polling places, while maintaining restrictions on other election-related funding.

Allows public officials to accept nongovernmental funds for conducting elections at buildings and training election officials, but prohibits such collaboration for voter registration, voter education, get-out-the-vote activities, and absent voting.

Expands the definition of "part-time township employee" to include first responders (firefighters and emergency medical technicians) hired to work not more than 1,976 hours per year for townships that do not qualify as applicable large employers under the Affordable Care Act.

Makes the part-time first responder definition effective immediately upon passage and ending December 31, 2023.

Declares the act an emergency measure to ensure proper election official training and maintain adequate township staffing levels with part-time first responders, taking immediate effect.
