Adds five students as nonvoting members to the State Board of Education, beginning July 1 following the bill's effective date.

Superintendent of public instruction, in consultation with the broadcast educational media commission, shall develop a selection process for schools to nominate students, with at least three students from public schools.

Student members must be enrolled in a public or chartered nonpublic high school, or be at least 13 years old and enrolled in an early college high school program.

Student members serve two-year terms beginning July 1 and ending June 30, with only one student required to attend each board meeting; vacancies filled according to the superintendent's process.

Student members receive actual and necessary expenses for travel to and from board meetings and official duties, but do not receive salary like voting members.
