Requires events to be for social, charitable, benevolent, or political purposes with no individual profit, limited to 50 people maximum, and lasting no more than 12 hours.

Prohibits alcohol sales between 2:30 a.m. and 5:30 a.m., requires all attendees be age 21 or older, and forbids service to intoxicated persons.

Mandates beer and wine be purchased from licensed permit holders and spirituous liquor from state agency stores, with receipts subject to division verification within 90 days.

Adds exception allowing underage college students to taste and expectorate alcohol in accredited culinary, food service, or hospitality courses under direct instructor supervision.
