Expressly prohibits any person from applying brine on the surface of any road or highway in Ohio.

Eliminates the chief of the division of oil and gas resources management's authority to adopt rules authorizing surface application of brine to roads or highways.

Repeals section 1509.226 of the Revised Code, which previously allowed for surface application of brine on roads under certain conditions.

Maintains existing requirements for brine transportation registration, disposal plans, and bonding for registered transporters.

Establishes civil penalties of not less than $2,500 nor more than $10,000 for violations of the prohibition on road application of brine.
