Amends Ohio Revised Code section 301.27 to add "expenses related to temporary and necessary assistance care provided by the county veterans service office" as an allowable work-related expense for county credit card use.

Maintains existing restrictions on county credit card use, limiting charges to food, transportation, gasoline, vehicle maintenance, telephone, lodging, internet services, webinars, equipment purchases, and children's services expenses.

Requires county veterans service offices using credit cards for veteran assistance to follow the same authorization, approval, and accountability procedures as other county departments, including monthly expense estimates and board certification.

Establishes liability provisions requiring county officers, employees, or appointing authorities to reimburse the county treasury for any credit card charges exceeding authorized amounts, with the county prosecuting attorney able to recover overages through civil action if unpaid within 30 days.

Declares unauthorized use of county credit cards a violation of Ohio Revised Code section 2913.21.
