Allows uniformed services voters and certain overseas voters to submit voted ballots electronically to boards of elections instead of only by mail.

Eligible voters include uniformed services members, overseas U.S. government employees/contractors and their dependents who are in combat zones, supporting combat operations, receiving hazardous duty pay, or face impracticable circumstances for mail return.

Requires Secretary of State to establish secure electronic submission methods and compile a list of combat zones, qualifying service categories, and hazardous duty positions updated through election day.

Establishes procedures for election officials to create faithful paper versions of electronically submitted ballots and process them the same as mailed ballots, with counting deadlines matching mail-in ballot procedures.

Permits voters to choose delivery method (mail, fax, email, or internet) for both ballot applications and blank ballots, with security and privacy protections for the electronic process.
