Creates the Major Air Hub Council, a seven-member board appointed by legislative and executive leadership, to plan and construct two new commercial service airports: one near the I-71/US-35 interchange in Fayette County and one north of I-80 near Ravenna in Portage County.

Council must conduct detailed planning on airport financing, construction, and marketing; solicit airline proposals for hub operations; secure airline contracts and construction funding before building begins; and construct supporting transportation infrastructure including high-speed rail connections to seven major cities and parking centers.

Establishes two airport authorities—Northern Ohio Airport Authority (serving Akron, Canton, Cleveland, Youngstown) and Southern Ohio Airport Authority (serving Cincinnati, Columbus, Dayton)—composed of member municipalities that will operate the airports upon completion.

Authorizes the council to issue revenue bonds repaid from airline terminal privileges and gate lease revenues, seek federal and state funding, and hire consultants and experts needed for project execution.

Upon completing construction, the council dissolves and transfers airport operations and authority over remaining bond management to the respective airport authorities.
