Amends section 145.295 of the Revised Code to modify conditions for transferring or purchasing retirement service credit between the Public Employees Retirement System (PERS) and uniform retirement systems (Ohio Police and Fire Pension Fund or State Highway Patrol Retirement System).

Eliminates a requirement that members' PERS service credit must be greater than the amount of credit being transferred, removing one barrier to credit transfers.

Renumbers existing conditions and reorganizes provisions regarding member eligibility and timelines for retiring or accepting disability benefits within 90 days of credit transfer notice.

Maintains requirements for transfers to include accumulated contributions, employer contributions, and accrued interest calculated at the lesser of the actuarial assumption rates between the systems.

Includes provisions allowing members to elect partial credit purchases under division (C) and restoring credit for municipal/township police officers under section 742.511 or 742.512 of the Revised Code.
