Department of Medicaid shall conduct a rebasing of direct care costs for nursing facility Medicaid payment rates in state fiscal year 2023, using only calendar year 2021 cost reports instead of the applicable calendar year.

Rebasing applies only to the direct care costs cost center and excludes other cost centers.

New rebased nursing facility rates take effect on July 1, 2022.

Unexpended and unencumbered funds from three Medicaid appropriation items (651525, 651623, and 651689) remaining at the end of fiscal year 2022 are reappropriated to the Department of Medicaid for implementing this rebasing.
