• Creates new section 993.11 establishing that the director of agriculture shall not regulate appurtenant facilities, surrounding areas, water quality, or disinfection of special use pools, but shall address operation, components, structural integrity, and physical safety.

• Transfers regulatory authority for appurtenant facilities, surrounding areas, water quality, and disinfection of special use pools to the department of health and local boards of health under Chapter 3749.

• Amends section 3749.01 to define "special use pool" as a public swimming pool with flume slides, wave generating equipment, or other special features requiring different design and safety requirements, excluding water slides at public amusement areas licensed under Chapter 993.

• Modifies sections 3749.03, 3749.04, and 3749.07 to reference "special use pools" in regulations governing construction approval, licensing requirements, and health district compliance determinations.

• Requires installation of carbon monoxide detectors meeting UL Standard 2075 in all equipment rooms and adjacent spaces of public swimming pools, public spas, and special use pools within ninety days of effective date.
