Repeals Ohio's permitless concealed carry law (S.B. 215) by restoring the requirement that individuals must possess and carry a valid concealed handgun license to legally carry a concealed handgun

Reinstates the duty for concealed handgun licensees to promptly inform law enforcement officers during stops that they hold a license and are carrying a concealed weapon

Restores penalties for failing to notify law enforcement, including first-degree misdemeanor charges with license suspension for violations

Repeals section 2923.111 of the Revised Code, which had allowed qualifying adults 21 and older to carry concealed without a license

Amends multiple code sections (1547.69, 2923.12, 2923.121, 2923.122, 2923.123, 2923.126, 2923.128, 2923.16, 2953.37) governing concealed carry on vessels, in vehicles, in schools, courthouses, and liquor establishments to require valid license possession rather than just prior issuance
