Prohibits release or access to public school student directory information to any person or group for profit-making plans or activities without written consent.

Requires written consent from parents, guardians, or custodians (for students under 18) or from students themselves (if 18 or older) before sharing directory information, with limited exceptions for armed forces recruiting and legitimate educational purposes.

Defines directory information to include student name, address, telephone listing, date and place of birth, major field of study, participation in activities and sports, athletic team measurements, dates of attendance, graduation date, and awards received.

Removes previous language allowing directory information to be shared with armed forces, businesses, employers, and educational institutions without parental consent, replacing it with an opt-in consent requirement.

Applies restrictions to records commissions and school district records, requiring Ohio History Connection to respect student privacy protections when reviewing records for historical value.
