Establishes a permanent absent voter list allowing registered electors to request placement and receive absent voter ballot applications automatically before each election.

Permits voters to request placement on the permanent absent voter list through written application, voter registration forms, online registration system, or absent voter ballot applications.

Requires boards of elections to mail absent voter ballot applications to all electors on the permanent absent voter list at least 45 days before voter registration closes for each election.

Adds a checkbox to voter registration forms and online registration system allowing applicants to request placement on the permanent absent voter list at the time of registration.

Allows electors to remove themselves from the permanent absent voter list by submitting a written request or automatic removal if voter registration is canceled.
