Establishes phased requirements for state motor vehicle purchases: 25% electric by January 1, 2025, 50% electric by January 1, 2030, and 100% electric by January 1, 2030.

Requires all state motor vehicles purchased after December 31, 2029, to be powered by electricity exclusively, with limited exceptions for cost constraints or emergencies.

Allows non-electric vehicles until 2030 to use petroleum-based alternative fuels (E85, biodiesel, natural gas, hydrogen, etc.) as an interim measure.

Redefines "alternative fuel" throughout the Ohio Revised Code to include electricity as a power source alongside traditional alternative fuels.

Creates reporting requirements for state agencies to annually disclose numbers of electric and alternative fuel vehicles acquired.
