Establishes the Ohio Disability Home Expense Grant Program administered by the Department of Aging, operating from the effective date through July 1, 2024.

Provides grants up to $5,000 per applicant for disability-related home expenses including home modifications (wheelchair ramps, bathtub bars, zero-step entrances) and care services (respite care, adult day-care, home aides, assistive technology).

Qualifies Ohio residents or their spouses/dependents who are over 59 years old, permanently disabled requiring assistance with activities of daily living, or diagnosed with amyotrophic lateral sclerosis or multiple sclerosis.

Appropriates $25 million for fiscal year 2023 and $25 million for fiscal year 2024, with minimum $6 million annually reserved for grants to applicants with ALS or multiple sclerosis; allows grants through qualifying nonprofit corporations serving those conditions.

Repeals all program provisions effective July 1, 2024, automatically abolishing the program on that date.
