Authorizes remote dispensing pharmacies in Ohio where drugs are dispensed and patient counseling is provided by a supervising pharmacist using telepharmacy systems (electronic monitoring and communication)

Requires remote pharmacies to be licensed, located in commercially-zoned Ohio buildings, and generally not within 10 miles of an existing outpatient pharmacy (exceptions for federally qualified health centers or board-approved locations)

Limits remote pharmacies to an average of 150 prescriptions per day over a 90-day period, with staffing by at least two pharmacy interns or certified technicians under remote pharmacist supervision

Prohibits on-site staff from counseling patients, compounding drugs, repackaging medications, or administering immunizations without a pharmacist physically present

Requires the State Board of Pharmacy to adopt implementing rules within 18 months, including standards for video surveillance (60-day recording retention), telepharmacy systems, HIPAA compliance, and security requirements
