Creates a new "Purdue University" license plate option for Ohio vehicle owners, with contributions directed to Purdue University in West Lafayette, Indiana for scholarships and grants to Ohio residents attending the university.

Establishes a $30 contribution per vehicle registration and renewal, plus a $10 administrative fee, collected through the license plate contribution fund managed by the registrar of motor vehicles.

Requires Purdue University to use contributions only for awarding grants or scholarships to Ohio residents and prohibits use of funds for administering the scholarship program; registrar must enter into agreements with the university to effectuate fund distribution.

Amends Section 4501.21 of the Revised Code to add the new section 4503.519 governing Purdue University license plates while repealing the existing section 4501.21.

Plates display Purdue University logo and words approved by university representatives and the registrar, along with county identification stickers as required by law.
