Requires the Legislative Service Commission to prepare health impact statements for all bills introduced in the general assembly, analyzing positive, negative, or neutral impacts on health, health equity, and social determinants of health for vulnerable populations.

Establishes definitions of key health equity terms including "health" (physical, mental, and social well-being), "health disparities" (differences in health outcomes between demographic groups), and "social determinants of health" (income, education, housing, racism, food security, environment, community, and transportation).

Mandates health impact statements be completed by the bill's second committee hearing or within 30 days of request, and prohibits committee votes until members receive and consider the statement.

Creates the Health and Equity Interagency Team within the Department of Health with liaisons from all state agencies to coordinate resources, address health equity factors, build partnerships, and develop common success metrics for health outcomes.

Requires the interagency team to submit a state health equity report to the Director of Health by December 31 annually for public posting on the health department website.
