Amends Ohio Revised Code section 4511.21 to allow municipal corporations to request county engineers to conduct required traffic engineering studies when proposing to alter statutorily prescribed speed limits.

Permits the director of transportation to base speed limit determinations on engineering studies conducted by county engineers, rather than limiting such studies to other entities.

Applies to municipal corporations seeking to establish reasonable and safe speed limits under divisions (I)(1) or (I)(2) of the amended section.

Repeals the existing version of section 4511.21 of the Revised Code.
