Amends Ohio Revised Code section 5163.06 to add a new optional Medicaid eligibility group for employed individuals with disabilities under section 1902(a)(10)(A)(ii)(XIII) of the Social Security Act.

Enacts new section 5163.062 requiring the Medicaid Director to adopt rules necessary to provide Medicaid coverage for employed individuals with disabilities.

Establishes intent that Medicaid coverage for employed individuals with disabilities age 65 and older be consistent with coverage provided under the existing Medicaid buy-in for workers with disabilities program (sections 5163.09 to 5163.098).

Appropriates necessary state and federal funds to appropriation item 651525 (Medicaid Health Care Services) for fiscal years 2022 and 2023 upon approval of a federal Medicaid state plan amendment.

Requires the Director of Budget and Management to establish accounts tracking fund sources and amounts, with expenditures treated as if made under HB 110 of the 134th General Assembly.
