H.B. 666 Summary

• Establishes a two-year pilot program administered by the Department of Commerce to provide cash rent rebates to low-income elderly and disabled persons for rent paid in the preceding calendar year.

• Eligible applicants must be: persons age 65 or older (or their spouses), widows/widowers age 50 or older, or permanently disabled persons age 18 or older.

• Rebate amounts are $650 for households with income of $15,000 or less, and $500 for households with income between $15,000 and $25,000, with a maximum rebate of 20% of gross rent actually paid.

• Claims must be filed by June 30th (with late filing accepted until December 31st if funds available); only one claimant per residential rental property per year may receive the rebate.

• Creates the Rent Rebate Assistance Fund with a $100,000,000 appropriation funded by transferring $50,000,000 from the General Revenue Fund and up to $50,000,000 from unclaimed funds on July 1, 2022.
