Prohibits the Superintendent of Insurance from blocking print solicitations such as leaflets, flyers, or door hangers left at residences or motor vehicles.

Prohibits the Superintendent from blocking in-person solicitations at individuals' residences or in public areas such as parking lots, hallways, lobbies, or sidewalks.

Prohibits the Superintendent from blocking telephonic or electronic solicitations including voicemail messages, text messages, or direct social media messages.

Allows the Superintendent to prohibit in-person solicitation at nursing homes and residential care facilities only.

Maintains existing requirements that Medicare supplement policies cannot duplicate Medicare benefits and cannot exclude coverage for preexisting conditions after six months of coverage.
