Prohibits political subdivisions, public officials, and state agencies from penalizing businesses, affecting their licensure or accreditation, or granting special privileges based on employee, patient, or patron vaccination status.

Shields businesses from liability for outbreaks of communicable or infectious illnesses that are vaccine-preventable diseases, excluding foodborne illnesses.

Allows businesses or facilities to seek injunctive relief or file civil actions for damages in court for alleged violations of the act.
