Appropriates $7.5 million in fiscal year 2023 to the Department of Medicaid for a prescription digital therapeutics pilot program addressing substance use and opioid use disorders.

Appropriates $7.5 million in fiscal year 2023 to the Department of Mental Health and Addiction Services for a similar prescription digital therapeutics pilot program.

Provides eligible patients diagnosed with substance use or opioid use disorders access to FDA-approved class II medical devices at no cost when prescribed as part of treatment.

Pilot programs operate until December 31, 2023, or until appropriated funds are expended, with unspent funds reappropriated to fiscal year 2024.

Requires both departments to submit reports by March 31, 2024, detailing program population, effectiveness, treatment access, patient satisfaction, health equity impacts, and recommendations for future coverage.
