Modifies the Public Utilities Commission of Ohio (PUCO) to allow the office of the consumers' counsel to nominate one of the five commissioners, reducing the nominating council's role from four commissioners to three.

Requires the governor to appoint one commissioner from a list of three nominees submitted by the office of the consumers' counsel, subject to Senate advice and consent.

The consumers' counsel-nominated commissioner must be selected 60-85 days before a term expires or within 30 days of a vacancy, with the governor prohibited from rejecting all nominees.

Maintains the political party affiliation requirement that no more than three of the five commissioners belong to or be affiliated with the same political party.

Takes effect beginning with the earliest scheduled PUCO appointment after the bill's effective date.
