Amends Ohio Revised Code section 305.14 to allow courts of common pleas to authorize county boards of commissioners to employ legal counsel to defend against lawsuits brought by vexatious litigators.

Defines "vexatious litigator" as an individual declared a vexatious litigator under section 2323.52 of the Revised Code.

Permits legal counsel to defend county boards, officers, and employees when sued by vexatious litigators.

Allows counsel to also defend third parties who are defendants in vexatious litigation and are related to county officials, at the prosecuting attorney's discretion, if the lawsuit primarily serves to harass, intimidate, or retaliate against county personnel.

Requires both the prosecuting attorney and board of county commissioners to apply to the court of common pleas for authorization to employ such counsel.
