Enacts new Section 1716.06 requiring collection receptacle operators to display the charitable organization's name, address, and telephone number in prominent letters (at least 3 inches high) on all sides of the receptacle, and if operated by a professional solicitor, the solicitor's information and notice that financial arrangements are on file with the attorney general.

Modifies professional solicitor registration requirements to include a $200 fee per solicitation campaign filing and requires solicitation notices to specify the location of each collection receptacle used and the projected dates campaigns will commence and terminate (not to exceed four years).

Adds audio recording requirement for professional solicitors to maintain recordings of each telephone solicitation they make during the solicitation campaign and for three years thereafter.

Expands prohibited acts to include initiating outbound telephone calls that deliver prerecorded messages in violation of federal regulations (16 C.F.R. 310.4(b)(1)(v)).

Authorizes the attorney general to examine pitch sheets, solicitation scripts, and recordings during investigations of charitable solicitation violations.
