Prohibits manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of the thin blue line flag, the U.S. flag, the state flag, the POW/MIA flag, and service flags on rental properties and common areas.

Allows display of thin blue line flags on flag poles, through brackets, or in windows if displayed in accordance with state law, local ordinances, or gubernatorial proclamations.

Requires tenants and residents to provide reasonable notice to property operators or landlords before installing flagpoles or brackets, and mandates discussion of placement, costs, installation quality, lighting, and appropriate flag size.

Defines "thin blue line flag" and "thin blue line emblem" as symbols used by law enforcement to commemorate fallen officers, show support for living officers, and symbolize the relationship between law enforcement and the community.

Makes any rental agreement provisions that violate these flag display protections unenforceable as unconscionable terms; violations are declared against public policy.
