Requires the Ohio Department of Transportation and local authorities to issue special regional heavy hauling permits in every county bordering Pennsylvania.

Permits allow operation of vehicles exceeding Ohio's standard size or weight limits if they comply with the bordering state's (Pennsylvania's) requirements.

Establishes that special regional heavy hauling permits must be issued upon application and payment of a reasonable fee, with no discretion to deny.

Permits are valid for up to one year or the duration of a public construction project and may be voidable only for violations of weight, dimension, or route provisions.

Sets penalties for violations including gross load limit breaches and axle load exceedances over 2,000 pounds, enforced under section 4513.99 of the Revised Code.
