Prohibits employers from paying employees with physical or mental disabilities at a wage rate lower than the standard minimum wage rates established under Ohio law.

Eliminates the director of commerce's authority to issue licenses allowing subminimum wage payments to workers with disabilities.

Updates sections 5122.28 and 5123.87 to require hospitals and institutions serving persons with mental illness or intellectual disabilities to compensate volunteer workers at prevailing wage rates or rates established under the new wage requirements.

Grandfathers existing subminimum wage licenses, allowing them to remain valid for eighteen months after the bill's effective date before termination.

Establishes the director of commerce as the enforcement authority responsible for administering the new wage protections and prohibitions.
