Authorizes Ohio residents to use a digital driver's license or state identification card displayed on a mobile device as proof of identity to state employees, officials, and peace officers.

Requires the registrar of motor vehicles to develop and administer a digital license program with rules establishing identity verification processes, data encryption standards, and security procedures.

Permits digital licenses to be presented only if the physical license is valid and not expired, suspended, or revoked, and if required identity verification services have been completed.

Protects privacy by restricting requestors to viewing only the identification information displayed on the device and prohibiting access to other device content.

Amends election law definitions in section 3501.01 to recognize digital licenses as valid photo identification for voting purposes.
