Prohibits any person other than a licensed veterinarian from performing surgical procedures on dogs, including ear cropping, tail docking, declawing, cesarean sections, dental procedures, devocalization, and tendonectomy.

Exempts tooth brushing from the definition of "dental procedure" and allows veterinarians to perform surgical procedures if they use clinically appropriate anesthesia.

Prohibits any person from managing a dog's pain after surgery without veterinary guidance and supervision.

Establishes penalties of a second-degree misdemeanor on first offense and first-degree misdemeanor on subsequent offenses for violations of the surgical procedure prohibitions.

Amends section 955.99 of the Revised Code to add penalty provisions for violations of the new section 955.31.
