Amends section 907.09 of the Ohio Revised Code to exempt seeds of plants native to Ohio from agricultural seed labeling and processing requirements when ownership is freely transferred without payment.

Exempts native Ohio plant seeds when used for three specified purposes: supporting conservation of butterflies or other insects, planting and creating native plant habitats, or propagating native plants for conservation.

Maintains existing exemptions for seeds not intended for sowing, unprocessed seeds in storage or transport to processing facilities, and seeds in interstate commerce governed by federal regulations.

Maintains existing exemptions for bulk seed exports of 20,000 pounds or more to foreign countries, provided containers are labeled with lot, variety, and kind identification and records are available for department of agriculture inspection.
