Establishes county and township zoning authority over biosolid lagoons and biodigestion facilities by creating new regulatory sections, while exempting facilities that store only agricultural waste derived from contiguous or commonly-owned land.

Requires owners proposing biosolid lagoons or biodigestion facilities in unincorporated county areas to hold public meetings 90-300 days before submitting permit plans, with notice to county commissioners and township trustees.

Grants county commissioners power to disapprove proposed biosolid lagoons or biodigestion facilities or limit their geographic boundaries within 90 days after the required public meeting.

Modifies CAUV (Current Agricultural Use Value) tax eligibility for biofuel production facilities by creating two different feedstock requirement standards depending on whether land was valued under CAUV in tax year 2022.

Removes biosolid lagoons and biodigestion facilities from the definition of "public utility" to allow county and township zoning regulation over these facilities.
