Designates April 9th as "Yellow Ribbon Day" in Ohio to honor U.S. Army Staff Sergeant Keith Matthew "Matt" Maupin, who became the first prisoner of war in Operation Iraqi Freedom on that date in 2004.

Establishes the yellow ribbon, commonly displayed on clothing or trees, as a symbol of support for members of the armed forces and their families.

Recognizes and honors the dedication and sacrifices of current active duty troops annually on April 9th.

Adds section 5.282 to the Ohio Revised Code to codify the designation.
