• Restricts certificate of need approval if the applicant or principal participant has had multiple nursing homes cited for serious deficiencies within the past three standard surveys, with specific thresholds for actual harm and immediate jeopardy violations.

• Establishes procedures for property owners to take corrective actions (lease to new operator, sell property rights, or relocate beds) within 90 days when a nursing home license is subject to proposed revocation, with exceptions for facility closures.

• Applies amendments retroactively beginning one year before the effective date for any license revocation orders issued by the Director of Health during that period.
