Amends section 4301.62 and enacts section 4303.186 to create a new D-9 liquor permit authorizing establishments to sell beer, wine, and mixed beverages for on-premises consumption in disposable containers (not more than 16 ounces of beer or 12 ounces of wine/mixed beverage).

D-9 permit holders may operate for a maximum of 105 non-consecutive calendar days per year and must ensure a licensed mobile food establishment serves food during the same hours beverages are sold, matching D-5 permit holder hours.

D-9 permit premises must meet specific requirements: located on at least 90 acres, have seating capacity for at least 2,000 people, primarily host automobile sports including drag racing, and be in an unincorporated township area with population under 15,000 in a county with population under 130,000.

D-9 permit holders are exempt from certain health code requirements including hot/cold running water, separate gender toilets, and water-flushed toilets; portable toilets and hand sanitizer stations are permitted alternatives.

D-9 liquor permit fee is $500, and existing section 4301.62 is repealed.
