Enacts section 3345.82 of the Revised Code to allow state institution boards of trustees to establish a policy permitting trustees to attend meetings via electronic communication.

Defines "electronic communication" as live, audio-enabled communication allowing remote trustees, in-person trustees, and public members to simultaneously communicate during the meeting.

Requires policies to specify that each trustee must be present in person at no fewer than one-half of regular annual meetings.

Establishes minimum standards for electronic meetings: at least one-third of attending trustees must be present in person, all votes must be by roll call, and trustees must notify the chairperson at least 48 hours in advance (except in declared emergencies).

Grants trustees attending electronically the same status as in-person attendees for purposes of quorum and voting, while prohibiting any additional restrictions on remote participation beyond those specified in the statute.
