Amends section 307.04 of the Revised Code to exempt county utility supply contracts entered into under a joint purchasing program (section 9.48) from the 10-year maximum contract period.

Allows boards of county commissioners to award contracts for supplying county buildings with light, heat, or power for periods exceeding 10 years if the contract is entered into under section 9.48 of the Revised Code.

Maintains that sections 5705.41 and 5705.44 of the Revised Code do not apply to utility supply contracts.

Declares the measure an emergency with immediate effect, citing that the 10-year restriction prevents counties from obtaining more favorable energy prices and that closing market windows could put counties at a competitive disadvantage.
