Prohibits retailers from selling products containing dextromethorphan to persons under 18 years of age unless the purchaser has a valid prescription for the product.

Requires retailers to verify age through government-issued identification (driver's license, state ID card, military ID, or equivalent) unless the purchaser appears to be 25 years or older.

Creates an affirmative defense for retailers who demanded, were shown, and reasonably relied on evidence of the purchaser's age and identity.

Limits civil liability for retailers or employees to cases involving willful or wanton misconduct related to sales of dextromethorphan to minors.

Establishes violation of the sales restriction as a minor misdemeanor offense.
