Urges the Governor to declare a State of Emergency on Childhood Trauma in Ohio to increase public awareness of post-traumatic stress disorders related to child development.

Cites 2017-2018 data showing more than 500,000 Ohio children reported one or more adverse childhood experiences such as divorce, parental incarceration, domestic violence, or racial discrimination; over 400,000 reported two or more such experiences.

Identifies vulnerable populations disproportionately affected by childhood trauma, including children experiencing poverty, those from racial and ethnic minorities, and those living in communities with high violence exposure.

Calls for law enforcement, juvenile justice system, education system, substance abuse treatment providers, and social service networks to be equipped with trauma-informed care training based on six key principles: safety, trustworthiness, peer support, collaboration, empowerment, and cultural awareness.

Directs the House Clerk to transmit authenticated copies of the resolution to the Governor and Ohio news media.
