Affirms the right of patients and families to direct health care decisions and urges all three branches of state and local governments to protect this right.

Requires that when a decision to withhold or withdraw life-sustaining treatment is contested by a patient's representative, care should not be withdrawn until a full and fair hearing is conducted by an impartial decision maker.

Establishes that denying the right to life without due process creates irreparable harm and directs that life-sustaining medical care be maintained until a final judgment on withdrawal of care is entered.

Addresses COVID-19 pandemic restrictions that isolated hospitalized patients and seniors, preventing family members from directly assessing their loved ones' status and reinforcing the need to protect patient rights.

Directs the House Clerk to transmit copies of the resolution to the Governor and Ohio news media.
