Recognizes December 1, 2021, as World AIDS Day to commemorate the 40th anniversary of the first reported HIV/AIDS cases on June 5, 1981.

Acknowledges that more than 675,000 people have died from AIDS in the United States, including 14,160 Ohioans, and that approximately 25,000 Ohioans currently live with HIV.

Identifies disproportionate HIV transmission rates among Black Ohioans (more than 7 times higher than White Ohioans) and Hispanic/Latino Ohioans (nearly 3 times higher than White Ohioans).

Commits to combating stigma and HIV criminalization laws as barriers to effective prevention and treatment, and supports medical advances including Undetectable = Untransmittable (U=U) and Pre-exposure Prophylaxis (PrEP).

Directs the House Clerk to transmit an authenticated copy of the resolution to Ohio news media.
