Urges the Governor to declare a State of Emergency on Childhood Trauma in Ohio to increase public knowledge about identifying and treating post-traumatic stress disorders in children.

Cites 2017-2018 National Survey of Children's Health data showing more than 500,000 Ohio children experienced one or more adverse childhood experiences and more than 400,000 experienced two or more.

Identifies six key trauma-informed principles from the Substance Abuse and Mental Health Services Administration: safety, trustworthiness and transparency, peer support, collaboration and mutuality, empowerment and voice, and cultural and historical sensitivity.

Calls for law enforcement, juvenile justice, substance use treatment providers, education systems, and social service networks to be equipped with current knowledge and training on trauma-informed care.

Directs the House Clerk to transmit copies of the resolution to the Governor and Ohio news media.
