Urges United States Archivist Debra Steidel Wall to certify the Equal Rights Amendment (ERA) as the 28th Amendment to the U.S. Constitution.

States that the ERA has been approved by two-thirds of both chambers of Congress and ratified by 38 states, including Ohio (February 7, 1974), with the final necessary ratification occurring January 27, 2020.

Asserts that the Archivist has a duty to certify proposed amendments as valid once ratified by three-fourths of states, and that Section 3 of the ERA provides the amendment takes effect 2 years after the last constitutionally necessary state ratification.

Identifies certification as necessary to protect basic rights of women, girls, and marginalized genders by addressing sex discrimination, employment disparity, and pay gaps, while expanding Congressional authority to enact sex equality laws.

Directs the House Clerk to transmit an authenticated copy of the resolution to Ohio's Congressional delegation, the United States Archivist, and Ohio news media.
