Declares racism a public health crisis affecting Ohio and requests the Governor establish a working group to promote racial equity throughout the state

Cites evidence including Ohio's high Black infant mortality rate, maternal mortality being 2.5 times greater for Black women, 56% of incarcerated youth being Black despite representing only 16% of youth population, and Black poverty rates more than twice that of white Ohioans

Tasks the working group with creating a glossary of racism and health equity terms, promoting community engagement with communities of color, providing workplace bias training, and supporting initiatives to dismantle systemic racism

Commits the General Assembly to reviewing all state laws and conducting human resources, vendor selection, and grant management activities through a racial equity lens

Directs the House Clerk to transmit copies of the resolution to the Governor and Ohio news media
